PDF accessibility check (PDF/UA-1) for city and county documents (ADA Title II) — free, and an automatic fix for the metadata, link and table-header failures

Check your PDF against PDF/UA-1 — free

Runs veraPDF unmodified · result in about 20 seconds (the first check after a pause takes longer) · the file is not stored

Fixed PDF: 19 € per file, no sales tax or VAT charged — only for files where veraPDF shows fewer failed rules after the fix. The result (failed rules before → after) is shown before you pay. By card (purchasing cards welcome) straight away, or by invoice with a purchase order number.

The Department of Justice rule under ADA Title II (28 CFR part 35, subpart H) requires state and local governments to make web content, including PDF documents they post, conform to WCAG 2.1 Level AA — by April 26, 2027 for entities serving 50,000 or more people and April 26, 2028 for smaller ones and special districts (interim final rule of April 20, 2026). Many city and county accessibility pages say that some PDF documents — fee schedules, forms, agendas, plans — are not yet fully accessible. A large share of current documents are Word exports that are already tagged and fail only on a few document-level points: no document title, the title is not shown in the viewer (WCAG 2.4.2), links without a description (WCAG 2.4.4), a missing document language (WCAG 3.1.1), table header cells without a Scope (WCAG 1.3.1). Those are the failures this service fixes automatically, without changing the page content.

The check runs veraPDF, the open-source PDF/UA and PDF/A validator of the veraPDF Consortium, with its PDF/UA-1 (ISO 14289-1) profile. You see every failed rule with its clause, test number and description; the fixed file is checked again by veraPDF, so before you pay you see how many failed rules there were before and how many remain after.

Measured on city and county PDFs

On October 24, 2026 we checked 26 PDFs (mostly fee schedules and rates, plus a few other current documents) that US cities and counties publish on their own websites. Unchanged, 1 passed the veraPDF PDF/UA-1 check. The automatic fix reduced the number of failed rules in 22 files, and 3 files passed the check after the fix (0 failed rules). The other files have failures that cannot be fixed by machine (see below).

What the automatic fix changes

The page content and appearance are not changed. Digitally signed and password-protected PDFs are not modified.

What it does not fix

Missing tags (structure tree), untagged content, reading order, alternative text for images, table and form structure, fonts that are not embedded, scanned pages without text. These need the source document (save as a tagged PDF) or manual remediation; the result page lists them as remaining. veraPDF checks the PDF/UA-1 requirements that can be checked by machine; some requirements (for example whether alt text is meaningful, or color contrast) need a human check. We therefore never call a file “accessible” and do not claim that it meets ADA Title II or WCAG 2.1 AA — the result is stated as veraPDF numbers.

Price and ordering

The check is free. A fixed file costs 19 € per file, one-off, nothing else. The supplier is a Finnish company; no sales tax or VAT is charged on services to US government entities and businesses. The price is charged in euros (your card converts it).

See the Terms, Refund Policy, Privacy Policy and the PDF/UA-1 rule reference. If your PDFs are produced in a publishing pipeline, the same check runs in GitHub Actions: PDF/UA Accessibility Check.

Your file

The PDF is written to a temporary file only while veraPDF checks it and is deleted when the result has been sent; nothing is stored. The request log keeps the file size, rule counts and duration.
